Minimum Wage 

Last week, President Obama and Governor Quinn called for an increase to the minimum wage in their State of the Union and State of the State addresses, respectively.

An amendment to SB68 was introduced last week which would raise the minimum wage to $9.25 from September 1, 2014-June 30, 2015; to $10.00 from July 1, 2015-June 30, 2016, and to $10.65 after July 1, 2016.  Paid Sick Leave Two identical paid sick leave bills were introduced in the State House and Senate (HB 4420 and SB 2789) last week.  The bills would require that all employers with 20 or more employees provide paid sick time.  It specifies all employers provide a minimum of one hour of paid sick time for every 40 hours worked by an employee, with a minimum of 2 days of paid sick time per calendar year.   

Concealed Carry

According to the concealed carry law passed last year, business owners can ban firearms from their property by posting a sign stating guns are not allowed. The rule is known as an "opt-out" policy, meaning businesses that choose not to participate can do so by posting a sign.  Senator Don Harmon (39th Dist.) introduced a bill  that would change the law so that it is now an "opt-in" policy.  If passed, businesses that do not allow firearms would no longer have to post a sign stating so.   

Restaurant Concealed Carry

HB4517, a bill to amend the Firearm Concealed Carry Act, has been introduced.  It provides that a concealed carry licensee shall not knowingly carry a firearm on or into any building, real property, and parking area under the control of a restaurant. Corporate Tax Rate

House Speaker Michael J. Madigan proposed a 50 percent reduction in the state corporate income tax. Under the plan, the corporate state income tax will be reduced from 7% to 3.5% on business profits.  The Personal Property Replacement Tax paid by business remains unchanged at 2.5% and results in a total rate of 6%.   New to Lobby Day?  No worries.
